DC Water sets March 13 for Soapstone sewer relining work

Updated below with details of a virtual public meeting on Thursday, March 9th, about the commencement of the relining work.

At the February 21st ANC 3F meeting, DC Water presented a status report on its work to reline the main and trunk sewer lines in the Soapstone Valley. From that presentation and separate discussions between DC Water and myself, we have learned:

Stream restoration work at Site 1 (near Albemarle Street) will restart in March and should be completed by the end of April. This work includes the movement of rock around the storm sewer outfall and pond areas.

Stream work at Sites 4, 5, and 6 (from the Lenore Lane area to Broad Branch Road) is being delayed until after the completion of the cured-in-place pipe, or CIPP, relining work throughout the park.

CIPP operations will commence first in the Site 6 area, nearest Broad Branch Road, on March 13th (after first targeting the end of January). The duration of the work at this site will be two to three weeks. DC Water will submit an updated schedule for the remaining sites by the end of March, and will refine the schedule on a regular basis to more accurately announce the commencement of operations at the other five sites. DC Water has prepared a notification protocol and announcements.

CIPP operations will be conducted at ten specific sub-areas within the six sites. Maps will be provided by DC Water for each sub-area, and are to include the specific length of the sewer line to be relined, the location of the boiler and refrigeration trucks, the duration of the CIPP-specific work, and other information.

Lenore Lane at Site 4 will be the first community area to see work. CIPP work at Sites 1 and 2 (which include sub-areas by the Park Van Ness and Park Connecticut apartments, Audubon Terrace and Franklin Montessori School) is several months away.

ANC 3F will host Zoom meetings with DC Water staff for each of the site communities (Lenore Lane, Van Ness East/Van Ness North, Park Connecticut/Park Van Ness/Montessori School, and Audubon Terrace). The meetings will be scheduled several weeks prior to the commencement of CIPP operations in these areas.

DC Water is being asked to expand the weekly project update it distributes to include more detailed and expanded information about CIPP and stream restoration operations and the schedule for the entire project.
